Carolyn Peters, middle, speaks to the Environmental Protection (EPA) administrator Michael S. Regan during his stop in Mossville, while Peggy Anthony and Stafford Frank, left, and McKeever Edwards, right, listen. A ProPublica investigation found more than 1,000 toxic air hot spots across the country, and determined Black residents were disproportionately at risk. As a result, Regan went on a "Journey to Justice" trip that included stops in Mossville, La. and Cancer Alley, a stretch of land in Louisiana along the Mississippi River. Environmental experts called EPA's response to ProPublica's investigation historic and a "radical change in tone."
