St. Bernard Parish complies with federal judge’s order to clear way for mixed-income apartments

On December 22 of any loans for bad credit last year, U.S. District Court Judge Helen Berrigan ordered St. Bernard Parish to issue occupancy certificates for four mixed-income housing developments that have been at the center of a years-long court battle.
